PART 5: The = quality of=20 water in our lakes and rivers

Despite decades of government effort and untold billions = of=20 taxpayer and corporate dollars, there is little sign that water quality = in=20 Ontario=92s Great Lakes and lesser lakes is getting better. =

Troubling=20 reports from this past year include blue green algae blooms in places = such as=20 Georgian Bay and Muskoka, high phosphorous levels in Lake Simcoe and = continuing=20 problems with sludge in Hamilton Harbour.

There are persistent, = harmful=20 sewage spills and leaks from aging municipal waste treatment plants, = pesticide=20 and manure spills and runoff from farms, and massive pollution problems = caused=20 by large cities.

Industrial pollution and carcinogens continue = to be=20 dumped into the environment at a =93staggering=94 rate, environmental = groups=20 maintain and water levels have been on the decline for much of the = decade.=20

Surface water =96 rivers and streams =96 meanwhile are under = continual=20 threat from some of the same sources and additionally from leaking = dumps,=20 gasoline and other storage tanks, storm runoff and growing urbanization = in rural=20 Ontario.

Gord Miller, Ontario=92s environmental commissioner, = said it is=20 not that conditions in the Great Lakes, in the inland rivers and water = bodies=20 are getting appreciably, catastrophically worse. Rather, our water = ecosystem is=20 suffering from slow, gradual, even =93modest=94 decline.

Water = is a resource=20 Ontarians have always taken for granted. Roughly 20 per cent of the = world=92s=20 fresh water passes through the Great Lakes and water is clean, cheap and = abundant almost everywhere in this province.

Evidence shows that = the=20 Great Lakes have seen improvement from where they were headed in the = 1970s.=20

Numerous scientific studies show steady drops in a broad range = of=20 pollutants and carcinogens and municipalities have made concerted = efforts to=20 reduce their impact on the ecosystem.

Sewage treatment plants = are=20 steadily being modernized, improving the quality of treated water being = released=20 back into lakes and rivers.

Sudbury, for example, now has the = cleanest=20 drinking water in Canada thanks to upgrades at the Ramsey Lake plant = including a=20 new reservoir, new pumping station, ultraviolet disinfection system and=20 underground water mains.

Kingston similarly has invested = millions into=20 its water and sewage treatment infrastructure.

Water quality in = the=20 Niagara River is arguably the most compelling environmental turnaround = over the=20 past several decades.

The infamous contamination of the river = and harm=20 to residents on Love Canal from buried toxic waste on the U.S. side of = the=20 border shocked North Americans into confronting the impact pollution was = having=20 on their communities and became a defining issue for the environmental = movement.=20

Government did step in and the renewal of the Niagara River has = been a=20 thorough if somewhat unheralded success story. Some pollutants have = dropped by=20 more than 90 per cent in the river while toxic waste discharges have = been=20 substantially reduced and municipal sewage discharges, once a major = source of=20 contamination, are also significantly improved.

New threats = continue to=20 emerge including invasive species (the zebra mussel being the most = publicized).=20

Meanwhile, our growing population, climate change, increasing = water=20 usage and dramatically higher costs to treat and provide water in a post = Walkerton political environment raise fundamental concerns over how we = view and=20 use water.

Government awareness has grown but political will and = action=20 rarely matches rhetoric. Little, or certainly not enough, is being done = to=20 prepare for future need and future circumstance.

Ontario=92s = population is=20 projected to grow from an estimated 12.5 million today to 16.4 million = in 2031.=20

The province currently spends less than a penny =96 one third of = every=20 cent it spends =96 on the environment and just a fraction of that on = water.=20

Ontario lacks the research staff or enforcement to fully = appreciate what=20 is happening in the Great Lakes, Miller said. Nor is there yet pressing = public=20 concern over water quality.

=93There=92s no question we=92ve = become generally=20 detached from the natural world as a whole and we=92ve become detached = from the=20 Great Lakes,=94 he told Osprey News.

As far as drinking water is = concerned, progress has been made both in terms of ensuring drinking = water is=20 safe and water sources are protected, Miller said.

But there are = larger,=20 broader concerns. Warmer winters increase evaporation, which scientists = predict=20 will lead to increasingly lower water levels. Warmer summers do the same = thing.=20

There are long term threats that will compound lower water = levels,=20 including industrialization and growth in the U.S.

=93There is a = strong=20 lobby to feed the thirsty southwest,=94 Miller said. =93There is = tremendous pressure=20 for the U.S. to put straws in the lake and take water out.=94 =

Miller=20 argues in his report that essential environmental standards in this = province are=20 not being met and that the province is not preparing for future = environmental=20 needs, including water.

Other countries, such as New Zealand, = have=20 already begun to tackle the same problems we face, out of necessity.=20

=93While the world=92s attention has often focused on oil as the = resource in=20 greatest demand, many scholars believe it is the demand for water that = will be=20 the defining issue of this century,=94 said Lydia Wevers, director of = Victoria=20 University=92s Stout Research Centre for New Zealand Studies. =

Wevers said=20 New Zealand, Australia and much of Europe, out of necessity, have = adopted a=20 =93conserver=94 culture toward water. The results include consumer = technology, such=20 as toilets and shower heads that use less water to priority investment = in=20 infrastructure.

Municipalities across the country, with the help = of the=20 national government, have been replacing outdated infrastructure = including old,=20 leaky pipes for the past decade.

That is not to say that = provincial=20 officials in Ontario have been idle. Significant new legislation and = regulation,=20 including the Clean Water Act, have been passed and the current Liberal=20 government has made water quality a priority.

The province is = spending=20 $67.5 million on technical studies to help map out a plan to protect = source=20 water and tens of millions are spent annually on water infrastructure = projects.=20

=93Our government is taking decisive action to protect the = sources of our=20 shared water; because in doing so, we protect the health of our = families, the=20 quality of life in our communities and ultimately our future prosperity = and=20 environment,=94 Laurel Broten, the environment minister said in = introducing the=20 Clean Water Act.

=93We have taken action to improve how water in = Ontario=20 is treated, how water systems operators are trained and how water = systems are=20 inspected,=94 Broten said.

However, Ontario has no targeted, = long-term=20 funding program to deal with the pressing need for investment to replace = old=20 water and sewage plants and leaky water pipes. No strategy to date has = been=20 articulated to deal with future need in this province.

And = municipal=20 officials insist the new standards and expectations, without appropriate = funding, amount to downloading.

=93No one has been able to = provide any=20 credible estimate of the cost of implementing the legislation,=94 Doug = Reycraft,=20 president of the Association of Municipalities of Ontario said during = hearings=20 on the Legislation.

=93We do believe that the government has = genuinely=20 good intentions to protect sources of water and the municipal = governments in=20 this province share those interests,=94 Reycraft said. =

Meanwhile, back on=20 the lakes, water levels have dropped dramatically in lakes Huron and = Michigan=20 over the last century and both are about 27 centimetres lower than they = were in=20 the early 1900s.

Conflict over water use in those and other = lakes is not=20 only inevitable, it has already begun.

This has clearly been the = case in=20 cottage country, where lakes must serve the disparate interests of = boaters,=20 anglers, cottagers and rural residents.

Again, there is no = articulated=20 plan for the future or how to pay for work currently envisioned, said = Terry=20 Rees, executive director of the Ontario Cottagers Association. =

=93Our=20 concern as an organization is that there just does not tend to be a = longer term=20 vision for water,=94 Rees told Osprey News.

=93No one=92s really = minding the=20 store on the waterfront, I would say, in much of Ontario.=94 There is = already=20 =93lots of infighting=94 over water levels and it=92s likely to get = worse in the=20 future, Rees said.

The province created a group a few years ago = to=20 figure out how to cope with lower water levels.

=93They = struggled and=20 struggled with who gets cut off,=94 Rees said. =93Is it the plastics = factory that=20 uses a lot of water, is it the car plant that=92s also on the same = watershed as=20 the farmer, is it the golf course, is it the municipality? They could = never=20 really come to terms with the hierarchy of users.=94

Because = cottage=20 country is in rural Ontario, higher water rates and higher taxation have = become=20 hot button issues.

Grants for water projects go mostly to larger = communities and are handed out on an ad hoc basis.

=93Not to = harp on the=20 downloading thing, but we=92ve got a great deal of responsibility for = water and=20 other issues,=94 Rees said.

But small towns have limited = resources and=20 limited ability to tax. New regulations, including the Clean Water Act, = make=20 municipalities largely responsible for ensuring water safety, even to = the point=20 of having inspectors and enforcement officials.

=93It=92s = difficult for the=20 dog catcher to be the bylaw officer, to be the water inspector and so = on,=94 Rees=20 said. =93There=92s some challenges about just generally the design of = programs,=20 funding and delivery.=94

=93There=92s been, it=92s my sense an = urban agenda and=20 because we=92re increasingly urban the province seems to think it=92s = easier to=20 concentrate on the bigger centres,=94 he said.

=93Municipalities = are pushing=20 back because they feel they can=92t take it any more.=94

At the = same time,=20 water conservation isn=92t part of this province=92s culture nor is it = adequately=20 promoted by the province, Rees says, particularly in cities that drive = demand=20 for water.

Dr. Harry Swain, chairman of the government=92s = Watertight task=20 force on drinking water, agrees attitudes have to change, starting with = the cost=20 of water which needs to be higher.

=93This stuff in fact is = cheap and a=20 trivial component of household budgets,=94 Swain told Osprey News. = =93The people who=20 complain loudest seem to be the people like me who like the odd glass of = scotch.=94

=93The cost of one bottle of scotch per month takes = care of the=20 problem,=94 he said.
