A=20 third to half of all Ontario=92s clean, treated drinking water leaks = into the=20 ground before it ever gets to people=92s taps. Decades of neglect have = led to=20 predictable consequences.

Old pipes, many in the ground for 50 = to 100=20 years, are riddled with leaks. Even new pipes leak and a water loss rate = of 10=20 to 20 per cent is viewed as inevitable.

Things are much the same = with=20 sewage systems and in some, particularly rural communities, human waste = leaking=20 from the sewage and septic systems is a significant if not the major = source of=20 groundwater contamination.

Despite clear and compelling evidence = of a=20 critical infrastructure deficit in this province, there is a perilous = and=20 growing gap between what government spends on repairs, maintenance and = expansion=20 and what=92s needed.

Change may be coming, but hardly at a = breakneck pace.=20 Sixteen months after a provincially-appointed expert panel issued = warnings on=20 the state of Ontario=92s water and wastewater system, urging new = investment and=20 wholesale restructuring, the government has failed to act. In fact it = hasn=92t=20 responded to the recommendations in its own =93Watertight=94 report. =

=93I=20 think it=92s disappointing that the government hasn=92t responded,=94 = Dr. Harry Swain,=20 chairman of the task force, told Osprey News. Watertight wasn=92t just a = nuts and=20 bolts review of the status of the province=92s leaky, creaky taps, pipes = and water=20 supply systems.

It was a blueprint for change that picked up = where=20 Justice Dennis O=92Connor=92s 2000 inquiry into the Walkerton tainted = water tragedy=20 left off, recommending structural change and concrete measures intended = to=20 ensure that another Walkerton never happened in this province. =

Swain=92s=20 Watertight =96 The case for change in Ontario=92s water and wastewater = sector,=20 proposes to overhaul the organization and financing of municipal water = works ,=20 to merge smaller water systems into large regional corporations. =

It=20 called on government to invest billions of new dollars annually on water = infrastructure and ultimately have consumers pay for it through higher = water=20 bills.

Watertight also warned that Ontario faces a =93serious = and growing=20 problem: an unpaid bill of $11 billion for upkeep and repairs=94 and = suggested the=20 province needs to increase spending on water and sewer lines and = treatment=20 facilities by $2.3 billion annually to protect public health and water = quality.=20

=93Without more investment,=94 the report warned, =93there will = be more=20 flooding, more damage to roads, more sewage directed to rivers and lakes = during=20 storms, more boil water advisories.=94

More than a year of delay = in acting=20 on the recommendations has exacerbated Ontario=92s water infrastructure = problems.=20 It is not a crisis but at some point breakdowns will occur and there = will be=20 consequences, Swain said.

We have been down this road before. = The=20 reluctance of public officials to spend money directly contributed to = the=20 tragedy at Walkerton.

Had the town=92s water utility spent = $9,000 for a=20 chlorine residual monitor with an automatic shutoff =96 a backup device = that would=20 ensure untreated water wasn=92t pumped to homes in the community =96 the = tragedy=20 could have been avoided.

=93If they had one of those in there, = nobody=20 would have got sick and nobody would have died, period,=94 Swain said.=20

When Walkerton=92s water system first pumped water laced with E. = coli=20 bacteria into local homes and businesses, the public utility had = $534,000 in the=20 bank and no debt.

Subsequently, seven died, thousands became = ill, many=20 gravely.

The Ontario and federal governments responded to = Walkerton by=20 spending hundreds of millions dollars on new infrastructure across the = province=20 and by bringing in an unprecedented level of regulation, oversight, = training and=20 education.

Despite all the new money and scrutiny, many = municipal water=20 utility officials question whether marginal gains in water safety have = been=20 worth the cost, particularly given that the provincial focus has been=20 prescriptive, bureaucratic and addressed infrastructure need on an ad = hoc =96 not=20 a holistic basis.

Post Walkerton regulations have needlessly = added to=20 the financial and bureaucratic burden municipalities face, local = officials say,=20 and ultimately increased consumer costs for water.

What=92s = needed, they=20 say, is provincial and federal commitment to fund a dedicated = infrastructure=20 program for water and sewage systems that helps all municipalities =96 = and smaller=20 ones in particular =96 deal with long-term repair, replacement and = expansion=20 costs.

=93We=92ve been saying that for quite a while,=94 said = Pat Vanini,=20 executive director of the Association of Municipalities of Ontario.=20

Instead, the overwhelming majority of the capital funds advanced = by=20 senior levels of government are handed out almost on an emergency basis, = to deal=20 with pressing and admittedly expensive problems.

Meanwhile, = maintenance=20 and life cycle repairs in smaller communities are put off and although = many=20 cities have new plants =96 the pipes that carry treated water and = transport waste=20 are as old and rotten as they have ever been.

Provincial and = federal=20 grant programs pit municipality against municipality and force local = councils to=20 spend money, sometimes significant amounts, to prepare proposals that = justify=20 the need for work.

The most recent round of municipal = infrastructure=20 funding from senior government amounted to $70 million divvied out to = some 300=20 local councils.

=93That=92s not a lot of money,=94 Vanini said, = particularly=20 given the context that AMO calculates the province needs to spend = billions more=20 on infrastructure just to keep things from falling apart.

Swain, = in his=20 Watertight report, came to the same conclusion about water pipes. =

=93Many=20 of the underground pipes were cast iron a century ago and up through the = 1930s=20 and 40s,=94 Swain told Osprey News. =93Then they started replacing them = with steel.=20

=93And it turns out the cast iron pipes have a life time of 75 = or 100=20 years and the steel ones are more like 40 or 50 years so its coming due = more or=20 less at the same time, an effect that nobody really had in mind in = 1950,=94 he=20 said.

Swain estimated there=92s an $11 billion gap between = spending and=20 need but the Ontario Sewer and Watermain Construction Association = estimated the=20 backlog of immediate, needed work is closer to $18 billion.

The=20 association has repeatedly warned the province about the risk of = building new=20 water treatment plants without dealing with pipes.

=93If you = have all this=20 source water cleaned and you process it through state-of-the-art = treatment=20 plants, then put it through leaking, corroding pipes, where are you?,=94 = asked=20 Frank Zechner, executive director of the association.

Abdul Khan = is=20 director of water and wastewater treatment with Hamilton=92s Public = Works=20 Department who, before joining the city, worked extensively as a = consultant on=20 water infrastructure.

Khan said there is a lot of = =93philosophical debate=94=20 over the entire area of water efficiency =96 leaky pipes . . . =93I = remember my=20 professor at school who said you know what, if any engineer or anyone in = the=20 world would tell you he or she is losing less than 15 per cent of water, = he=92s=20 lying,=94 Khan told Osprey News.

Without water meters on every = home,=20 however, figuring out how much water is going missing is a guessing = game.=20

Hamilton has made concerted efforts both on a meter installation = program=20 and a long-term plan to deal with upgrading its maze of pipes. =

There are=20 practical limits, however, Khan said, on what can be achieved in terms = of=20 efficiency.

Even new pipes leak, maybe 10 per cent of the volume = transported through them. Older systems leak a good deal more, he said.=20

=93Twenty percent leakage, to me personally as an engineer I = believe that=20 is an acceptable (standard),=94 Khan said.

=93In England, 20 per = cent is=20 considered very, very good and 25 per cent is acceptable,=94 he said. = =93That is a=20 realistic target.=94
