When Walter=92s Falls residents posted a jumbo =93For = Sale=94 sign=20 beside the community=92s mill in 2005, they hoped the provincial = government would=20 take their publicity stunt for what it was =96 a cry for help. =

Water bills=20 had jumped from a few hundred to $1,400 per year, making water more = expensive=20 than local property taxes.

Every homeowner and business got hit = with a=20 one-time $1,300 levy to cover the cost of capital upgrades to bring the = water=20 system up to provincial standards; even though the water they=92d been = drinking=20 for decades had always been safe.

=93If some corporation or some = guy with=20 a lot of money wants to come in and buy the town ... that=92s fine with = us as long=20 as we still live here and don=92t have to pay the water fees,=94 said = Suzanne=20 Allman, a member of the water committee.

The residents of = Walter=92s Falls=20 are not alone in their frustration nor is their story unique. =

Walkerton=20 was the catalyst for change for our water resources in Ontario. =

The=20 tainted water tragedy that saw seven die and thousands laid ill after = their town=20 water became contaminated with E. coli bacteria in May 2000 was =93a = wake up=20 call,=94 Justice Dennis O=92Connor said in his inquiry report on what = went wrong in=20 Walkerton.

However, the public may not be prepared for the = magnitude of=20 change and investment proposed to deal with Walkerton=92s legacy and = Ontario=92s=20 broader water troubles.

=93If you would have asked ... just = after the=20 tragedy in Walkerton people would have automatically said yes we need to = deal=20 with that,=94 said David Caplan, Ontario=92s minister of public = infrastructure=20 renewal.

=93That was just the canary in the coal mine, it = highlighted the=20 potential for serious public health concerns. As we get further and = further=20 away, we have SARS, we have West Nile we have a blackout, we have other = urgent=20 and pressing matters and the memory of that tragedy becomes dimmer and = dimmer,=94=20 he said.

In parts of the world, a gallon of water already costs = more=20 than a gallon of oil. =93The wars of the next century will be about = water,=94 the=20 World Bank famously prophesized several years ago.

Worldwide = demand for=20 water is expected to increase as much as 50 per cent by 2025, by which = time the=20 United Nations estimates more than two billion people in 48 countries = will be=20 living with serious water shortages.

Just three per cent of all = water on=20 the Earth is fresh water and more than two thirds of that is frozen in = glaciers=20 and polar ice caps.

Canada has 21 per cent of the world=92s = fresh water=20 supply. Ontario, bordered by the Great Lakes, the largest fresh water = lake=20 system in the world, and intersected by thousands of smaller lakes, is = lousy=20 with the stuff.

Hardly surprising then, that we have = collectively taken=20 cheap, clean water for granted and put off spending on water = infrastructure to=20 the point that repair bills alone now total more than $11 billion. =

We=20 are in for a rude awakening.

Urban sprawl, population growth, = climate=20 change, water bottling, recreation, expanding industry and commerce as = well as=20 agriculture, all are putting new pressures on water resources. =

User pay=20 has become the new provincial mantra and smaller communities are already = dealing=20 with the costs of meeting stringent new regulations governing how they = take,=20 treat and use water.

In some Ontario communities where water = bills have=20 skyrocketed to more than $3,000 annually per household =96 residents pay = more for=20 water than they do in property tax.

Walter=92s Falls is an = example. In=20 2004, the hamlet, a few miles east of Owen Sound, decided to replace a = small,=20 aging communal water distribution system that served a dozen hilltop = households=20 that couldn=92t access well water.

However, when officials = applied to=20 Ontario=92s environment ministry to replace the system, they were told = all 50=20 homes in Walter=92s Falls would have to meet new post Walkerton = standards.=20

Unwilling to cut off their neighbours from drinking water, = residents got=20 together and agreed everyone would go on the new communal system. It was = a=20 decision many would regret.

=93The majority of our people are = sitting on=20 our own wells and you=92re going to make us pay 1,500 bucks a year for = water,=94=20 Allman said. =93How is that right?=94

=93We=92ve got an elderly = couple here ...=20 on old age pension. There=92s no way they can afford that.=94 =

Howard Greig=20 is mayor the Township of Chatsworth, which includes Walter=92s Falls. It = quickly=20 became clear that neither the municipality nor its residents could = afford to pay=20 the full cost of needed upgrades, he said. But he couldn=92t cut = residents off=20 from water.

Officials began to gather estimates for upgrading = both water=20 services =96 one for the 250 users in the former village of Chatsworth = and another=20 for the 50 in Walter=92s Falls =96 with a notion of spreading expenses = over a=20 broader population base.

To comply with new regulations, the = town would=20 need to install new filters, ultraviolet disinfection and chlorination=20 equipment, alarms, a new filter pump and instrumentation and to = decommission one=20 well.

Costs were pegged at $478,950 for the township and almost = half=20 that much again for Walter=92s Falls. The municipality got some $300,000 = in help=20 through a federal/provincial cost-sharing program. Without the grants, = Greig=20 said he would have been forced to put everyone on wells and left those = who=20 couldn=92t drill for water to fend for themselves.

Other = communities=20 weren=92t so lucky in the grant lottery and had to do just that. =

The=20 province can=92t put an estimate on the number of communities or water = users who=20 abandoned municipal systems for wells but municipal officials insist the = number=20 is significant.

=93The small systems are the ones that became=20 unaffordable,=94 Greig said. Meanwhile, residents in his community grew=20 increasingly furious over the water controversy.

=93Everyone=92s = waters=20 bills went up. It was not just the operating costs, it was also the = capital=20 upgrades that had been imposed through regulation.=94

Most = galling to=20 residents was the fact that both the raw water supply and what came out = of the=20 tap had always been pristine.

=93The water was always good,=94 = Greig said.=20

Steve Hrudy was an expert member of the Walkerton commission, a=20 University of Alberta professor internationally recognized for his work = on water=20 systems.

Hrudy said that while Ontario has made progress on many = of=20 O=92Connor=92s recommendations, he=92s disappointed by the failure of = the province to=20 act on two key recommendations.

O=92Connor specifically warned = the=20 province to consider financial assistance and subsidies to smaller = communities.=20 That hasn=92t been done.

O=92Connor also advised the province to = help small=20 centres explore all =93managerial, operational and technological = options=94 to save=20 money and, =93if the system is still too expensive, the provincial = government=20 should make assistance available to lower the cost per household to a=20 predetermined level.=94

Instead of that carrot, the provincial = response to=20 O=92Connor has been mostly stick =96 a costly and some argue unwieldy = water=20 bureaucracy.

=93A regulatory program without adequate support = and means=20 for providing capacity is not going to be successful,=94 Hrudy said.=20

=93There=92s more emphasis on penalties and ability to enforce = them perhaps=20 than there needs to be.=94

Hrudy also lamented the failure of = the province=20 to act on the recommendation to improve the professional management of = Ontario=92s=20 water utilities.

=93The Walkerton Commission was quite clear; = Ontario was=20 not in widespread crisis,=94 Hrudy said. =93There=92s lots of excellent = practice in=20 the water industry and the challenge for the Ministry of Environment was = to try=20 to ensure the good practice that was in place would be universally = adopted as=20 opposed to a bunch of bureaucrats setting up a bunch more rules that = would=20 impinge on everyone,=94 he said.

=93The lawyers drafting = regulations that=20 simply specified specific criteria and penalties,=94 happened first, = Hrudy said.=20

=93The competence part was enshrined in the idea of having a = quality=20 management system that could be accredited and externally audited and it = hasn=92t=20 happened. This was a centrepiece of the whole strategy,=94 he said. = =93I=92m certainly=20 disappointed in that.=94

On the other side of the coin, = Ontarians need to=20 get used to the notion that safe water isn=92t free, Hrudy said. =

=93When I=20 first became involved ... I was shocked to see how low water rates were = in=20 Ontario compared to what I was used to in Alberta.=94

=93We=92re = used to=20 paying for it whereas when it=92s all over the place and seemingly you = just put in=20 a pipe and suck it out, that creates a potential for taking it for = granted.=94=20

Hrudy said Ontario, like most other North American = jurisdictions, has a=20 =93structural problem=94 in its water industry insofar as small = municipal councils=20 run water systems they are not particularly qualified or well-equipped = to=20 operate.

Users need to pay the full cost of drinking water =96 a = principal=20 the current provincial government has embraced.

=93In the long = run, the=20 only sustainable way to do that is to have the people who benefit from = the=20 service pay for it,=94 Hrudy said.
